Danish political parties have implemented democratization projects in partnership with parties and political organisations around the world through the Danish Institute for Parties and Democracy (DIPD) for more than ten years. 

This year, the Board of DIPD approved a new strategy (2021-2025) where the focus will shift from implementing short-cycle projects to nurturing longer-term strategic partnerships. The new strategy emphasizes continuous learning. We wish to systematically and meaningfully document evidence and results, facilitate cross-party policy learning, and learn from our experiences to improve planning and facilitation of the new strategic partnerships.

As a starting point, there is a need for DPID to document and analyse the lessons learned over the last ten years and translate these learnings into guidance for our work going forward. This will be done through a qualitative organisational learning exercise.

Purpose of the Learning Exercise

With this learning exercise, DIPD wants to map our most important learnings in creating long-term changes and compare the effectiveness and impact of the various interventions supported.

More specifically, we need a catalogue of inspirational good practices which can contribute to operationalising DIPD’s new strategy on issues such as mode of operation, partnership approaches, interventions and priorities, particularly regarding the roles of and contributions by the Danish political parties in creating, sustaining and effecting change through strategic partnerships around the world. We also need to learn from projects that did not achieve what they set out to do. More specifically, what the drivers and barriers are for contributing to long term change through the projects and partnerships. Thus, the purpose of this learning exercise is to:

  • Map and document how and when partnerships and projects lead to a long-term democratic change in a “Learning Catalogue” of good practices and lesson learned.
  • Make recommendations on how to strengthen the strategic orientation and ensure long lasting changes from the partnerships in the next programme period. The learning exercise will take place in the first half of 2021
