Dansk Institut for Partier og Demokrati (DIPD) arbejder med at udvikle og fremme demokratiske institutioner i politiske systemer og civilsamfund. Vi har fokus på medier, unge, valg, køn og menneskerettigheder. Vi bringer individer, grupper og politiske partier sammen for at dele idéer, viden og oplevelser og støtter projekter der styrker en demokratisk kultur. Vi deltager også i partnerskaber med organisationer specialiseret i at støtte politiske partier.

Through training and sharing of experiences the youth will learn how they can develop politics, formulate positions, identify target groups and then decide on the appropriate channels for their messages. I see a future where young voters will ask politicians to present their objectives and what the party has to. In return the politicians and the parties will get more knowledge about the needs and demands among the people they would like to lead.

Strategi

Strategien for 2018-2020 ‘Partier & Demokrati i Verden’ blev vedtaget af DIPD’s bestyrelse i maj 2017. Strategien skitserer bestyrelsens prioritering af indsatser og midler i perioden 2018-2020.

Strategien springer ud af de erfaringer, som partier og institut har høstet de forgangne år. DIPDs arbejde er i dag sammen med den udviklingspolitiske og humanitære strategi og FN’s Verdensmål en vigtig brik i den samlede danske bistand, hvad enten det er arbejdet mellem Folketingets partier i Danmark og partier i udlandet eller arbejdet med at samle stridende partier i dialog i udvalgte lande.

Hvordan vi arbejder

DIPD støtter parti-til-parti projekter mellem et dansk politisk parti og partnere i udviklingslande såvel som flerparti-samarbejder baseret på en tværpolitisk platform.

Parti-til-parti samarbejder

Halvdelen af instituttets midler bliver brugt til parti-til-parti samarbejder med et politisk parti i Danmark på den ene side og partier eller partilignende grupper og bevægelser på den anden side.

I nogle tilfælde sker samarbejdet mellem søsterpartier, hvilket betyder at partierne har nogle bredt definerede fælles ideologiske standpunkter, f.eks. at de er baserede på en liberal, konservativ, socialdemokratisk, socialistisk eller lignende grundlag. Eftersom partierne opererer i forskellige områder og under forskellige betingelser, betyder søsterdimensionen ikke nødvendigvis at partiernes standpunkter er ens.

Der vil også være tilfælde hvor søsteraspektet er af en løsere natur. Det kan typisk være de situationer i lande hvor nye partier er etableret i kølvandet på en konflikt eller efter et stort oprør af politisk eller social natur.

Flerparti-samarbejder

Halvdelen af instituttets projektmidler bliver brugt på at støtte tværpolitiske projekter hvor intentionen er at bidrage til udviklingen af pluralistiske partisystemer, eller hvad der i daglig tale kaldes flerparti-systemer.

Flerparti-projekter involverer ofte alle eller flertallet af de politiske partier der er repræsenteret i parlamentet og af og til også partier der er kandidater til parlamentsvalg uden at blive valgt ind. Projekterne involverer kapacitetsstøtte på særlige områder for alle partier, dialog mellem partierne omkring guidelines for god parti-adfærd under et valg, diskussioner imellem partier om forfatningsændringer der angår politiske partier, samarbejde om specifik lovgivning i parlamentet etc.

Flerparti-initiativer kan også inkludere en række andre interessenter som f.eks. ikke-statslige organisationer der involverer politiske partier i deres arbejde, medie-platforme som f.eks. aviser, lokale radio og TV-stationer og tænketanke der foretager analyser af partiernes politik og adfærd.

Gennem dialog og konsultationer med partierne om politikudvikling på konkrete områder af relevans for landets udvikling, måder at styrke kvinder og unges deltagelse i partiarbejdet, og partiernes arbejde lokalt i distrikter og provinser kan denne brede vifte af interessenter bidrage til at bygge velfungerende flerparti-systemer.

Internationale netværk

DIPD er en del af – og søger at samarbejde med – det globale fællesskab af institutter der arbejder med støtte af politiske partier og andre områder af demokratistøtte. Nordic political parties and their affiliated organisations are currently supporting democratic regimes and political parties in more than 40 countries. The Academy is an opportunity for peers in Scandinavia to share findings and experience in the common field of political party democracy support, with a particular focus on addressing Youth participation, Women’s participation, Inter-party dialogue, monitoring and evaluation, policy development and Organizational development.The idea was born at the first Nordic Meeting convened by DIPD in Copenhagen in conjunction with the Christiansborg seminar.

In 2014, the Nordic Academy was launched at the third Nordic Meeting in Espoo and Helsinki on 18th and 19th September.

DEMO Finland Political Parties of Finland for Democracy

Demo Finland, functions as a co-operative organisation for Finnish parliamentary parties. It seeks to enhance democracy by carrying out and facilitating collaborative projects between Finnish political parties and political movements in developing countries thereby promoting dialogue and mutual learning.

International IDEA International Institute for Democracy and Electoral Assistance

More commonly known as International IDEA – is an intergovernmental organisation based in Stockholm, Sweden, that seeks to support sustainable democratic change by providing comparative knowledge, assisting in democratic reform, and influencing policies and politics. International IDEA works in areas such as political party support, elections, constitution building and gender in democracy.

International Republican Institute

A non-profit, nonpartisan organisation based in the US. IRI seeks to advance freedom and democracy worldwide by support to political parties, civic institutions, open elections, democratic governance and the rule of law.

National Democratic Institute

A non-profit and nonpartisan organisation based in Washington. NDI and its local partners work to promote openness and accountability in government by building political and civic organizations, safeguarding elections, and promoting citizen participation.

National Endowment for Democracy

A private, non-profit foundation based in Washington, dedicated to the growth and strengthening of democratic institutions around the world. Each year, with funding from the US Congress, NED supports more than 1000 projects of non-governmental groups abroad who are working for democratic goals in more than 90 countries.

Netherlands Institute for Multiparty Democracy The Netherlands Institute for Multiparty Democracy (NIMD)

Is a democracy assistance organisation of political parties in the Netherlands for political parties in developing countries. NIMD supports the institutional development of political parties; the improvement of democratic systems, and efforts to improve relations between political parties, civil society and the media.

Westminster Foundation for Democracy

The UK-based WFD is an independent public body sponsored by the Foreign and Commonwealth Office. WFD works to achieve sustainable political change in emerging democracies. Working with partner organisations, it seeks to strengthen the institutions of democracy such as political parties, parliaments and civil society organisations.

The Party internationals are networks of like-minded political parties from around the world united by shared ideological foundations. These networks provide a platform for peer learning, exchange of views of matters of policy and promotion of their respective ideologies around the globe.

The four main party internationals are:

Centrist Democrat International

The Centrist Democrat International (CDI), previously known as the Christian Democrat International and the Christian Democrat and People’s Parties International, is a group of primarily centrist political parties dedicated to the promotion of Christian democracy. CDI has members from around the globe, though primarily Europe and Latin America. Youth of the Centrist Democrat International is the affiliated youth organisation of CDI. www.idc-cdi.com/

International Democrat Union

The International Democrat Union (IDU) is a working association of over 80 Conservative, Christian Democrat and like-minded political parties of the centre and centre right. Formed in 1983, the IDU provides a forum in which Parties holding similar beliefs can come together and exchange views on matters of policy and organisational interest as well as promote democracy and centre-right policies around the globe. Organisations affiliated with IDU are International Young Democrat Union (IYDU) and International Women’s Democrat Union (IWDU) as well as a wide range of regional unions as the Union of Latin America Parties (UPLA), Asian Pacific Democrat Union (APDU), Caribbean Democrat Union (CDU), Democrat Union of Africa/ African Dialogue Group (DUA, European Democrat Union (EDU) and European People’s Party (EPP). www.idu.org

Liberal International

Liberal International (LI) is the world federation of liberal and progressive democratic political parties. LI was founded in 1947 to strengthen liberal protection from totalitarianism, fascism and communism. It has since become a network for promoting liberalism, individual freedom, human rights, the rule of law, tolerance, equality of opportunity, social justice, free trade and a market economy. LI include more than 50 political party members, including the the Danish Social-Liberal Party (Radikale Venstre) and the Liberal Party of Denmark (Venstre). Affiliated with LI are the International Federation of Liberal Youth (IFLY), International Network of Liberal Women (INLW), and the Alliance of Liberals and Democrats for Europe (ALDE). www.liberal-international.org

Socialist International

The Socialist International (SI) is an organisation of social democratic, socialist and labour parties. According to the Declaration of Principles, member parties are united by their common pursuit of freedom, social justice and solidarity. SI, whose origins go back to the early international organisations of the labour movement, has existed in its present form since 1951. It currently brings together 161 political parties and organisations from all continents, including the Danish Social Democrats. Political party foundations are institutions affiliated with political parties, though often independent, that carry out democracy assistance in new democracies, often through party-to-party collaborations with likeminded political parties. Global Political Party Peer Network

This Global Network brings together political party assistance organizations, the donor community and academics to discuss and explore the best ways to enhance political parties as democratic institutions. The Network exchanges best practices, discusses common challenges and improves the effectiveness of party assistance.
